In work the subject of political economy and its evolution is investigated. Origin of political economy and its classical registration is directly connected with formation and development of market economy. Political economy – the main core of development of the economic theory, instead of economy. The author doesn't exclude reflection of these or those economic interests by various theoretical ap-proaches. The global economic crisis, economics inability to provide answers about the causes of the crisis and the ways of further development, updated the increas-ing interest in political economy in the world.

This article examines a network-centric approach to managing socio-economic systems at different levels. Investigated the role of the state as a leading institutional innovator in the post-crisis development of the Russian economy. Network-centric model of organization management system allows the use of effective tools , as its objects (institutions, projects, subsystems) integrated not only straight horizontal and vertical, but diagonal bonds. This approach also makes it possible to effectively use not only the management loop system, but also the potential of self-organizing socio-economic systems (institutions) of varying complexity, as well as to create a single information environment with the use of modern information and communication technologies.

The most important part of modernization strategy of the economy on the modern stage is transition from resource development to creative, Russia's transformation into a technologically dynamic country, capable to develop, produce and use high technologies, innovations for large-scale production of competitive goods and services. The article examines the concept of the «creative economy», its main characteristics and principles. The conclusion presents the main directions of emerging and development of creative economy in general and industries in particular.
