In article the main negative tendencies in dynamics of savings of the population are allocated. Delay of process of formation of funds of accumulation and decrease in norm gross savings is shown. Low-rise housing construction in recent years has become widespread. Many construction and development companies begin development of urban and suburban areas through integrated low-rise buildings. The article analyzes the problems and prospects of this segment of the housing market. From the standpoint of the territories is a complex building effective suburbs of Rostov-on-Don, the development of which we see today. Financially – company developer in partnership with banks developing a scheme of financing the construction or implementation of the already built housing. This is mutually beneficial cooperation, as the developer in implementing certain projects under construction, and the bank gets a new borrower for a long period of time.

The article analyzes the conceptual basis of the study of the modernization process of motivational mechanisms in the context of macroeconomic instability. The factors making motivational process of each specific worker unique and not for hundred percent predictable are considered. Practical use of motivational mechanisms in the conditions of instability is analysed. The priority in carrying out the research was given to a youth segment of a labor market as it is most demanded for so-called «informal» employment, i.e. work which often did not demanded accurate specialization and professional development and also brought the income which was not always assessed with taxes.

This article discusses the causes of innovative forms of integration of eco-nomic systems, especially their implementation. The essence of the cluster as the most universal form of public-private partnership. The analysis of the functioning of the cluster formation in the Stavropol region on the basis of the tourist and recreation industry. Substantiated that the current cluster policy is ineffective for several reasons. The directions of development of the industry improvement based clustering methods based on deficiencies identified.
