The article presents the problem of changing in the funding model for creation of new infrastructure capacity by transport companies in terms of tensity caused by geopolitical risks. Adaptation of transport industry companies to the new economic conditions requires a qualitatively new approach to the preparation of effective personnel. Using JSC «Russian Railways» example, the main requirements for the preparation of certain groups of personnel, and also aims to form the development of professional competencies within the company’s Corporate University consider.

Article is devoted to research of structure of the used fuel and energy resources in the Russian economy on finite consuming. The special analysis is carried out on dynamics of change of energy capacity of an internal bulk product. Comparison of energy capacity of gross domestic product of Russia to similar indexes on economies of other countries of the world is realized. It is shown that the domestic economy is one of the most power-intensive economies of the world now. The provision on need of concentration of efforts on support of basic increase of energy efficiency of national economy is respectively reasoned. It is revealed that process of consuming of fuel and energy resources underwent serious structural changes. So, on separate sectors of economy the significant increase or abbreviation of different consuming of fuel and energy resources that was followed also by change of a share of specific sectors in the total volume of consuming of fuel and energy resources was watched.

The article considers the main financial instruments of providing industrial policy of big companies of the defense-industrial sector. Nowadays the institutional environment of large industrial companies experience changes; the new financial instruments providing development of industrial policy in Russia, for example, the Fund of development of the industry are being created. Without providing with sufficient financial resources it will be difficult to use a window of opportunities for import substitution strategy’s implementation towards the Russian enterprises. Taking it to consideration, it is necessary to support new projects of industrial enterprises on the pre-investment phase which takes from one and a half to two years. Project financing instruments of investing programs of the enterprises are necessary for implementation of effective industrial policy as well. Creation of funds of the industry development support will allow industrial enterprises attracting credit resources at the rates, comparable with foreign countries. In 2014 for import substitution strategy’s implementation the registered capital of the fund will be replenished on 20 billion rubles from the anti-recessionary fund. For the purpose of implementation of modern industrial policy the Russian enterprises need to allocate inexpensive loans for providing projects of import substitution at a pre-investment phase, and also for creation of prototypes and the project documentation.

Analyze existing approaches to mathematical modeling of socio-economic systems. Refined and systematized the concept of «interaction» and «intermediate state» in the socio-economic systems. Given the mathematical formulation of the Stefan problem, taking into account the propagation and diffusion of a substance (of goods, information, finance, management). Was studied in this regard, the model equation of commodity spread (also informational, financial) of the flow, which leads to the Korteweg-de Vries equation. In this model, to ensure the irreversibility of properties taken into account supply and demand for this commodity flow. It is shown that the unsteady Korteweg-de Vries equation has the form of the conservation law in the sense that the energy spent on the distribution of the commodity flow becomes potential energy entities with commodity flows.
