The basic interpretation of the concept of «Big Rostov», analyzed its territorial structure and forming the economic potential of clusters; accented that due to the complex economic determinants and effects «Big Rostov», – it is held (and continue to shape) territorial and economic reality. There was a substantial functionalization of municipalities in the area metropolization, creates conditions for strengthening the asymmetry of social and economic development of individual municipalities, and for their better integration. It is shown that the space agglomeration «expanded»; while retaining the asymmetry in the development of integrable agglomeration municipalities.

An analysis of the employment services of the Rostov region in 2013–2014, formulated the problem of coordinated development of the labor market and the economy of the region. Offered a number measures to improve the interaction between the participants of the labor market in the region. In the developed system, stand out: the search subsystem, subsystem assessment of competencies and personal qualities of the media workforce subsystem support business financing and production subsystem of training and retraining, subsystem analysis, forecasting and management. In particular, it is proposed to create an online platform interaction of the subjects of the labor market, providing effective search of labor and jobs. Article is devoted to the analysis of the major factors providing necessary stability of an industrial development at the present stage of the Russian reforms. The priority attention is paid to innovative activity of the organizations for industries, entrepreneurial confidence, high level of the taxation, a lack of financial resources and insufficient demand in the domestic market. The carried-out analysis showed that the significant role in delay of business activity in the industry is played now by the high level of the taxation and a lack of financial resources. In most cases called factors are the reason of manifestation and other factors, such as insufficient demand in the domestic market and wear and lack of the equipment. These factors are the powerful physical limiter of innovative activity. In total it affects stability of development of the Russian industrial sector of economy adversely
