Based on the monitoring of the land market in southern Russia there was revealed peculiarities of its subject structure, identified the direction of change in the ratio of various categories of agricultural land. It allowed to include in number of the reasons of the land conflicts emergence in North Caucasus federal district special modes of granting lands and to characterize the developed institutional trap concerning the unclaimed lands, determined by discrepancy of the various formal institutes regulating a land turn.

The article highlights and describes the characteristic features of public-private partnership forming in Russian innovation sphere. In this paper, the systematization funding mechanisms and sources of deposit insurance systems substantiated advantages, disadvantages of each, and the prospects for their use in Russia. Sufficient attention is paid to the modernization process of setting contribution rates at a level that will provide for the financial needs of the deposit insurance system and encourage proper risk management in banks. We have also argued advisability introduction in Russia of a differentiated system of assessments of the risk to mandatory deposit insurance fund, and the main criteria to facilitate the development, organization and continuous improvement of such a mechanism.

For the formation of a coherent system of innovation in agricultural production is advisable to have in its structure reasonable control mechanism interested in mastering innovation. Given the instability of the socio-economic condition of the country, this problem has not yet found a solution. Practical experience and analysis of mechanisms to encourage research and innovation in Russia and in foreign countries allow to conclude that economic incentives for a new science products, its development directly in a production environment contributes not only shorten the promotion of new technologies, technical, chemical and biological agents in agriculture economy, but also accelerate the integration of science and production.

In order to enhance the effectiveness of monetary policy need systemic change and configuration of Dima all blocks of the economic mechanism for modernization and innovation development based on strategic management and planning. In addition to the set of measures for the reduction of inflation costs, minimization of transaction costs and property rights are adequately protected, should control the money supply to some segments of the money market by developing specialized financial and credit institutions to the individual operations and ser-vices flexibly in response to changes in the demand for money.
