The State has also equitable distribution and redistribution of income. Category justice is more psychological in nature, not economic. Incentive and motivation in the labor behavior is not always consistent among themselves, introducing the two systems of exposure of an employee. Passing through the mind and consciousness of people, incentives are converted them and become motivated behavior and motivation is the process of revitalization of the motives for using various incentives to encourage the employee to certain actions. Incentives are largely associated with the use of the organization's profits and the possibility of its presence in the system of motivation and stimulation of labour as an incentive, the growth of wage levels and social incentives, etc. Development of labour relations involves the use of more complex motivations of labour, the essence of which consists in the influence of incentives on the whole spectrum of interests of the employee, the main personal interest which is to receive the income from work in order to satisfy their own interests.

Consumer lending rationalization for the local development benefits: an institutional approach

Consumer lending market performance largely depends on institutional conditions that guide main tendencies related to its evolution. Study of the borrowers’ behavior considered as a part of more general consumer behavior, needs to emphasize rather embedded patterns influencing it, than price and non-price terms of consumer loans. Interactions between lenders lacking for a supply of the socially oriented loan products, with borrowers highly demanding for a wide range of non-purpose, short-term, unsecured loan products result both in over-indebtedness of households and negative long-term externalities for local and regional socio-economic development. This, in turn, can cause high risks for the whole national economy. To improve the situation, an active policy aimed at endogenous institutional change in lending/borrowing patterns is supposed to be implemented. Consumer loans contributing to local and regional socio-economic development are to be used as a basis for appropriate policy measures construction. To ease an economic plight and prevent over-indebtedness of households is the long-term priority at that. Possible measures to be implemented imply elaboration of ways and methods to correct and harmonize interactions between the agents of the Russian consumer lending market within the institutionalized rationality framework. Habitualization of rational lending/borrowing practices, as a part of such institutional policy, would promote transformation of credit resources into the source of local socio-economic development. Being popularized and reproduced, advantages of best practices of rational lending are considered as the mechanisms of persuasion for the neighbor households.

Institutional circumstances for innovative development of the Russian economy

In this paper, the process of modernization is considered in the context of institutional change which is generated by special interest groups. We have made an attempt to analyze the institutional change in the Russian economy synthesizing original and new methodologies of institutional economics. A great deal of attention has been paid to the concepts of social values, interest groups, social capital and trust. We assume that the hurdles to modernization are institutional underdevelopment, the deficit of trust, the influence of special interest groups and ceremonial dominance. The degree to which the ceremonial values of the community inhibit various economic processes as well as the quality and quantity of social capital determine the opportunities for economic development of the country. Furthermore, the problems of values formation in the realm of education have been addressed in the article.

In the article geoeconomics is considered in the framework of geospatial approach as a geoeconomic reality and scientific discipline. The peculiarities of geoeconomic paradigm of scientific research and particularity of its state-centrist and economic-centrist models are also disclosed. The Russian scientific diskruse developed different ideas about geekonomicheskoy research paradigm. Some scientists, focusing on the Western scientific tradition, considering geo-economics as the latest form of geopolitics and offer statist (gosudarstvotsentristskuyu) model geo paradigm. Other researchers believe that the post-industrial era of geopolitics and geo-economics absorbs offer antietatistskuyu (ekonomikotsentristskuyu) model of geo-economic paradigm.
