Spatial approach in the study of the processes of regional socio-economic systems’ development and functioning

Relevance of research defined emerging modern imperatives of government, requiring from the regional socioeconomic systems of adaptive responses. They clearly read in the system of regional governance in general, and regional planning in particular. At the same time revealed the problem of interaction of strategic and spatial plans for regional development. Resolution of this contradiction is the need to improve methodology development plans, coordinating and linking to the whole socio-economic and spatial aspects of regional development. Evolving domestic legal system, the documents developed and approved at the level of the President and the Government of the Russian Federation in the past twenty years, the potential causes for such prospects. At the same time, the provisions of these documents appears spatial approach requiring subjects of the Russian Federation in the development of long-term plans for their development to implement territorial binding of economic processes and objects, while appreciating the complex and given the maximum potential development areas. To achieve these objectives it is necessary to state the importance of the introduction of new methods of long-term planning that takes advantage of both socio-economic and spatial planning have proved their worth in the current practice of regional management. Past experience testing new approaches to solving this problem in some regions of Russia to judge its effectiveness and predict the spread of this practice everywhere, from a regional perspective.
