This article discusses ways of improving liability insurance shipowners, models of this type of insurance in Russia, infrastructure changes of the insurance market, the measures necessary to protect the interests of policyholders and injured in the event of insurance entities. Provide recommendations that will contribute to the development of the insurance market and indemnity and marine insurance market in general, improve the quality of insurance services and more fully ensure the interests and needs of insurers – companies shipping industry.

In the article examines the features of the genesis and development of the theory and practice of human resources management in the «scientific period». The causes of the transformation approaches, methods and principles of management employees were identified. It was shown what conditions influence on changing of views on human resource management processes and how the interpretation of basic management categories evolves. The advantages and disadvantages, the similarity and difference of classical and humanistic trends in human resource management, as well as their member schools are considered. In the final part of the article it was reviewed the features of the contemporary stage of development of the theory and practice of human resource management.

The article considers the problems of quality of education in the context of actualization of personal motivation for learning. The direction of motivation to selecting a line-oriented behavior. The article describes the number of actions aimed at deoffshorization of economy which include owners’ information disclosure, integrated control on foreign companies’ activity, transparency of companies with a claim of government guarantees and participation in state procurements and fiscal stimulus which provide the policy of deoffshorization of economy. The article also reveals some causes of low credit activity of Russian enterprises of real sector of economy which are connected with considerably high cost of resources. It blunts the effectiveness of application of borrowed resources in terms of expansion and modernization of production. At the present moment the terms of raising loans for corporate borrowers can hardly be attractive by means of costs of borrowed funds and duration which are being offered by Russian commercial banks while lending money. High-quality corporate borrowers enter the international public debt market which makes now the serious competition to the banking one. Many large-scale Russian companies by means of attraction of financial resources in the debt market seek to extinguish earlier attracted loans which possess the complex loan servicing.

In the context of Russia's accession to the WTO has significantly increased the role of the Chamber of Commerce of Russia as a key element of infrastructure for small and medium businesses, adapting it to the modern complex economic processes. Adopted a new strategy for the development of the Chamber. On RF CCI entrusted with the work of the Commissioner to ensure that the Presidential Council on the protection of the rights of entrepreneurs in small and medium-sized businesses. The integration of these infrastructure elements identified new opportunities to support the implementation of entrepreneurship in the country.

Abstract. The article covers some problems regarding deoffshorization of economy, which causes the necessity of intensive anti-offshore policy development of international community and reduction of the capital outflow in tax oasis. The reasons of deoffshorization of economic policy are connected with overcoming of consequences of the world economic crisis, an aggravation of debt and budget affairs in the developed and developing countries. Also the article makes actual some problems of sustainable institutional mechanism development aimed at restriction of offshore financial networks and realization of model of the equitable taxation.

Attraction of direct foreign investments (DFI) in the Russian economy is characterized by high rates of dynamics, increase in their volumes and positive changes of their specific structure. At the same, the role of the countries which aren't traditional exporters of the capital for Russia increases. Besides, considerable share of direct foreign investments is connected with the capitals earlier taken out from our country. A number of structural reforms and the transformations to improve the investment climate of the state are realized. But at the same time, there are obstacles traditional for the Russian economy for attraction of PPI: corruption, absence of accurately established requirements and restrictions, need of the introduction in the informal relations with regional and local authorities. Existing techniques of the analysis and assessment of investment attractiveness of regions are based on creation of a rating (mark estimates), or on the analysis of dynamics of absolute measures. In our opinion, such approach needs to be supplemented with the statistical analysis of structure of investment appeal and elements making it (generalizing indicators of structure, the structural and dynamic analysis, the analysis of structural distinctions, etc.). Thus within studying of territorial distinctions it is important to allocate the main centers of polarization in research of each element of investment appeal of the region (investment potential and risk).
