Emerging in the foreseeable period of «knowledge economy» requires scientific forecasting changes in the functions of universities instruments of their impact in the conditions of global innovation system overhaul of social production. The result will be possible to create targeted programs at the level of the economic policy of the state to ensure the accelerated development of the national economy of knowledge and the realization of its true potential.
