Features of ecological and meliorative activities on agromeliorative landscapes in contemporary conditions

The article deals with the intensification of agricultural land use through the introduction of high technology, irrigation, subject to zoning areas and providing for the application of mineral and organic fertilizers, the use of chemical and biological plant protection. It is proved that for an objective assessment of the effectiveness of the reclaimed lands and agriculture in general, to ensure its sustainable development requires extensive research, including systems analysis, accounting and optimization of land, aqueous, industrial, energy, material and labor resources, which in turn will complement existing methods of economic and environmental assessment of the use of reclaimed land and agricultural production efficiency. Proposed a multi-criteria approach which allows to determine the main directions of development of irrigated agriculture in the modern conditions and ensure that environmental and economic valuation of land, which in turn will increase the efficiency of resource potential in the reclamation.

Institutional environment of the market of the government and municipal procurements within contract system

In article the market of the government and municipal procurements in the modernized conditions – contract system is considered. Authors analysed the conceptual framework connecting government procurements, the state order and system of government procurements; the purposes of purchases of goods, works, services for the state (municipal) needs are listed. The contract system is presented as the law covering a complex of the questions connected with implementation of purchases: planning of purchases; definition of suppliers (contractors, performers); conclusion of contracts; features of performance of contracts; monitoring of purchases; audit in the sphere of purchases; control over observance of the legislation of the Russian Federation and other regulations about contract system in the sphere of the government and municipal procurements. Authors defined the main criteria signs of the market of the government and municipal procurements within contract system. The contract system is considered from the point of view of institutional approach in this connection, the institutes surrounding the market of the government and municipal procurements in the changed conditions are allocated.

In the paper on the impact of social stratification of Russian society on the formation of financial capital the trend of social and cultural isolation of financial capital at the level of interest groups under the influence of social and cultural inequalities is defined. For the author it is obvious that in Russian society independent financial practices of the population are deficient, and the subjectivity of financial capital is based on acceptance of the status of «closed» association and relevance of corporate ethos because of the inertia of the perception of finance only as a measure of exchange and accumulation of personal poverty funds.

Modern integration processes transform the Russian economy. In these conditions functions of public administration regarding formation of effective industrial policy for safety of the country are amplifies. As the perspective direction of permission of the specified problem harmonization of the state industrial policy acts. For justification of importance of development of this direction we will note that now there are no the standard theoretical approaches opening the content of this category in aspect of safe functioning of an industrial complex, and it isn't always possible to apply the best foreign practices in the Russian conditions. Preservation of the available tendencies negatively affects competitiveness of a national economic complex. In this regard as an effective way of an exit from the developed situation improvement of industrial policy as the economic security of the industry making the mechanism of providing which will eliminate threats in development of the considered economic system acts.
