Institutional environment of the market of the government and municipal procurements within contract system

In article the market of the government and municipal procurements in the modernized conditions – contract system is considered. Authors analysed the conceptual framework connecting government procurements, the state order and system of government procurements; the purposes of purchases of goods, works, services for the state (municipal) needs are listed. The contract system is presented as the law covering a complex of the questions connected with implementation of purchases: planning of purchases; definition of suppliers (contractors, performers); conclusion of contracts; features of performance of contracts; monitoring of purchases; audit in the sphere of purchases; control over observance of the legislation of the Russian Federation and other regulations about contract system in the sphere of the government and municipal procurements. Authors defined the main criteria signs of the market of the government and municipal procurements within contract system. The contract system is considered from the point of view of institutional approach in this connection, the institutes surrounding the market of the government and municipal procurements in the changed conditions are allocated.
