In scientific and applied literature there are a small number of mathematical models, the object of research are the processes of PPP. At the same time, mathematical tools are always in demand forecasting results of the projects, the calculation of risk of the project participants, which is quite important scientific and practical importance. The urgent question of the elaboration of any simulation model of PPP projects, which would allow to track and analyze the effective interaction of the participants of PPP projects and their economic and legal relations.
