Contemporary boom of Russia consumer lending: improving the efficiency of social lending as a measure of countercyclical regulation

The paper presents the main features of the modern boom in consumer lending in Russia. Measures for the countercyclical regulation of consumer lending to households are proposed to consider in the context of the financial instability hypothesis H. F. Minsky and in the context of the need to improve social efficiency of consumer credit.
