Gambling industry is considered to be one of the most crime-types business activi-ties. Vast and quick spread of illegal gambling makes the issue of legal regulation effectiveness in this sphere topical. This paper analyzes the regulation providing for criminal penalties for the illegal organization and conduct of gambling. The authors conclude that the legal measures taken are not effective enough and sug-gest various ways of optimization of the appropriate provisions of the Criminal Code of the Russian Federation.

The article traces the organic connection between the agricultural means of production, have not changed significantly from the moment of occurrence of the old Russian state, and the new social groups and authorities, which appear in the XIV–XV centuries. The social hierarchy of the Russian society in the period under review is presented as a system of redistribution of the received peasantry and urban population of surplus in favor of serving the population, service of which, in turn, made it possible to ensure the functioning of the system, protecting it from internal centrifugal forces, as well as from external interventions.

The article considers the key aspects of undergraduate students language training specializing in economics, there is the need to form their ability to function as subjects of international educational space, carrying out active cross-cultural communication as part of their professional and scientific activities. Today a Master student must be integrated into a new global post-industrial economy that has no any virtual or real boundaries. The need to work with great amount of information both on their first language, and foreign language for analyzing the situation, forecasting, and responsible choice to solve this problem, requires proficiency in a foreign language.

This article examines the role of higher education institutions for the development of export of educational services, as well as in recruitment, training and adaptation of foreign students on the example of the Southern Federal University (SFU). Also quantitative and qualitative characteristics of activity of the university, connected with attraction and training of foreign pupils from 2007 to 2012 are analyzed. There are results of the sociological poll which has been carried out by authors in 2012 among foreign students which study in SFU. The analysis of results of sociological research allows to study formation of streams of educational migration, and also the condition of adaptation and integration of foreign students into SFU and the Rostov region. In the course of the research the measures aimed at developing the export of educational services at SFU were designed.

An attempt was made to reveal the essence and mechanism of manifestation of disintegration of the existing and broken integration associations. It is proposed typology of disintegration on the basis of identification of internal and external reasons of occurrence and the extent of manifestations. Manifestation of forms of disintegration is considered on the example of specific integration associations.

The author of article considers a problem of an assessment of quality of rendering medical service. Two components in an assessment of quality of service are thus allocated: objective and subjective. The objective component can be estimated by means of quantitative indices. It is more difficult to estimate a subjective component as it is based on expectations of the client. In article the special attention is paid to a subjective component. As a method of an assessment it is offered to use questioning of patients of clinics therefore their expectations will be compared with real service. During research attempt to reveal the main criteria of an assessment of quality of paid medical service will be made.

In today's economic conditions, many businesses do not have sufficient financial resources for development. At the same time the property of regions and municipalities is a significant amount of property that can be considered as collateral for the borrowing of investment resources. A special form of financial support, and to create conditions for attracting investments into the economy of the region is the establishment of municipal and regional mortgage funds, providing guarantee for the obligations of businesses. In the article the relevance of the mortgage funds and proposed a multilevel model of collateral mechanism.
