The article deals with human impact on the ecosystem during the construction works, their influence on the quality characteristics of the environment, as well as the classification of anthropogenic load on environmental grounds. Powered technogenesis construction concept , which can be represented as a set of anthropogenic pressures affecting the change of natural components in the construction activity, which is a powerful factor in the formation of negative impact on the ecosystem as a whole. Details revealed by the negative impact of construction industry enterprises and the whole building complex on the sanitary condition of surface water reservoirs and other bodies of water as a natural resource most susceptible to human impacts. Because of some of the approaches proposed to rationalize the use of water resources in construction. Also shows the process of structural influence of various types of construction works at the device underground parts of buildings on the environment. In conclusion, we present a generalized structure of the building environment.

The principles of the concept for sustainable lending to population of small monotowns of the Russian Federation are developed in the article. The basis for assessing the rational lending potential is introduced. Empirical data of Integrated surveillance of living conditions of the Federal State Statics Service of the Russian Federation (Rosstat) were used to assess whether the population has the sustainable lending potential related to satisfaction of basic needs in the improvement of the living conditions.

Formation of the knowledge-based economy demands diffusion of innovations in the national educational system and educational market nowadays. To an increasing degree the system of education in Russia is accepted by business community as a life-long process. Also the knowledge-based economy does have an impact on changes in a paradigm of modern marketing. Marketing management of a competitive ability of a commercial bank is aimed at not only winning a rival with competitors but on creating some joint customer-unique value with consumers of banking products. In order to fulfill it there is a need in indepth market knowledge, customers’ insights, and skilled staff capable to master cognitive technologies. The most important part of competitive resistance of a bank is a competency building approach or modeling of competences as a method of marketing management of personnel. In the article competency researched in the tideway of unity of knowledge, professional experience, as well as ability to think on fit when doing and some behavioral patterns of a human aimed at current business situation. Post-experience education helps banking personnel to gain high performance on a basis of knowledge development as well as know-how and personal characteristics. There are three types of competences in order to estimate a level of competent ability of an employee: managerial, professional and corporate, the complex of which serve as a basis of a competitive ability.

In the article the authors describe the fundamental task of the state is creation of a stable economic development in the country. Implementation of this task state is not possible without strengthening the tax capacity as a tax component is the basis of budget revenues. The tax component is inextricably linked with the notion of tax potential. The authors have led existing in the theory and practice of different views of scientists on the question about the concept of tax capacity. Analyses the main factors of growth in tax capacity. Are considered indicators of evaluation of fiscal capacity and reveals the basic methods of calculation. Held multifaceted overview and the notion of «tax potential». In article a number of features of the agriculture causing instability of agricultural production is considered. Need of insurance as method of control over risks is revealed and also the requirements necessary for creation of effective system of insurance of risks of agricultural production in Russia are submitted. Insurance market in Russia has shown that it is in the formative stage, insurance does not play the proper role in the country, and agricultural insurance market functions practically implemented.
