In modern conditions of regional banking has assumed special economic importance due to the need to adapt to the banks strategy for social- economic development of regions. Banks, as a kind of filter redistributes cash flows in economy, perform a special role in addressing economic recovery. Regional indicators of banking activity and concentration of banking capital largely determine prospects for the development of regional economy, creating conditions for investment activity and improve living standards. The present article deals with the role of regional banking systems in the economic development of the country. Identify existing problems of development and operation of modern regional banking systems. Measures for their effective functioning are offered.

In article is presented The result of the analysis of the state programs aimed, in particular, at development of post-depressive territories of East Donbass, the main directions of development of the region, and also a contribution to economy of subjects of small and average business are specified. The economy of East Donbass developed as a result of restructuring of the coal industry. For last decade (2003–2013) positive tendencies in region development are noticeable. In our opinion, it became possible thanks to optimization of direct intervention of the state in the economic relations of managing subjects which increased comfort of the environment for conducting business activity. However owing to specificity of the natural, economic and social conditions, each certain region possesses own economic potential and pursues thus definite aims. Thus, research of the organization and influence of the state and regional programs of development on economy is actual and significant.

In the conditions of the economic decrease, aggravated including by the decrease of the profitable part of the budget, the regions proved to be before the problem of the independent search for the drivers of increase. It is obvious that the panaceas from the problems of post-crisis development does not exist, and therefore approach on the solution of the existing problems of the guarantee of an economic increase must ensure each region on the basis of the specific features of development. For this to regions it is necessary not only to determine the branches, capable of deriving regional economy on the subcritical indices of increase, but also of understanding that precisely it can become the driver of economic increase. For this it is necessary to form the mechanism, which would make it possible with the smallest expenditures to ensure the greatest effectiveness of outlined strategies of the development of regional economy with the matching system of support.

Article evaluates the socio-economic efficiency of spending on the health care system. At the level of the Russian Federation analyzed security attendants. Formulated the necessary basis of assessment of economic and financial efficiency of the regional health care system with the help of indicators that allow for qualitative examination of health care activities in the use of material and labor resources. Method of evaluating the performance of the health system, provides a complete picture ratio of financial costs and availability of resources. This article includes suggestions for improving the economic regulation of the health system and suggested measures to optimize financing costs.
