Formation of effective financial policy of the region considering its rank among the other subjects of the Russian Federation

The article suggests a model of socio-ecological and cost-effective development, which means to achieve the goals of economic development of the region taking into account social and environmental interests of society as a whole. Given model can have practical significance in developing the programs of regional development.
