Development of all the elements of modern economic system depends on innovative activity of its actors and the effectiveness of its infrastructure. In Russia the innovative infrastructure is developing in accordance with market mechanisms. To manage its change it needs strategy and tactics to embrace patterns, tendencies and principles of market self-organization and state regulation that would incentivize creativity of research innovation. The paper concentrates on the change guidelines within innovative infrastructure.
