This paper attempts to investigate the possibilities of formation and implementation of effective institutional and economic mechanisms of industrial policy is the foundation of the state and the business at the macro level, are part of this particular specific territorial conditions of industrial development in the region and, at the same time, revealing opportunities to stimulate local authorities specific industries and industry sectors at the municipal level.
