Конкуренция как экономическое благо

Статья посвящена анализу конкуренции как своеобразного экономического блага. Исходя из сравнительного анализа существующих подходов к определению конкуренции, обосновывается продуктивность понимания ее как процесса, состоящего из конкурентных действий фирм, направленных на перераспределение покупок потребителей в пользу продукции, которую они производят. Успешное конкурентное действие осуществляется, как правило, в рамках предпринимательской ориентации фирмы и имеет креативный характер. Показано, что конкуренция представляет собой частное благо со значительными внешними эффектами, т.е. социально-значимое благо. Положительное влияние конкуренции на развитие экономики представляет собой экстерналию производства конкуренции частными субъектами рынка. Исходя из этого, предлагается операционализация понятия «угрозы конкуренции» не посредством перечисления методов недобросовестной конкуренции, а через выявление ограничений возможности осуществить ответное конкурентное действие. Эмпирическое выявление таких угроз может быть осуществлено на основе заявлений фирм, обоснованность которых проверяется антимонопольными властями.
