The new approach in balance budget forming is presented. Random component in the budget expenses is considered, it influences on the budget balance coefficients. The design formulae for risks realization budget determination are derived. The risks are caused mainly by two factors: Russia economy high expenditures, and natural (ecological) equilibrium disturbances due to technogene and natural cataclysms. The models of the disturbances influence upon economy are described.
