The problems of the labor market in Russia, the ways of its modernization through the development of social partnership of government and business, consider ways of improving human capital through investment in him as a regionally and nationally. The author proposed a mechanism of production and modernization of the economic component of human capital, the proposed investment strategy, which envisages a significant investment in the development of both low cost and non-budgetary funds on the basis of new approaches of modernization of the economy.
