The results of the analysis of the genesis of the legal foundations of the activities of the commercial banks in Russia with precious metals on of internal and international markets, show-ing the position of the deterministic state-legal acts and regulations of the Central Bank of the Russian Federation in the regulatory system governing banking operations with precious metals using licenses and other permits; characterized the legal rules governing some of the most common practice in operations and banking services provided to clients with the use of precious metals in physical metals, impersonal metals bullion accounts, and the legal rules governing the procedure for the determination of prices for precious banks metals.

Mass immigration to the Federal Republic of Germany in the second half of the 20th century became one of the most important events in the contemporary economic history of the country. The Federal Republic for the first time faced such a phenomenon as arrival and rooting of immigrants from Middle East, North Africa and Southern Europe. The interest in such aspects of the problem is caused by the search of solutions to economic problems which appear before Germany and the European Union countries.

In the article comparative analysis of universities’ internal labor markets and their institutes is presented. Some major factors that are important for current period of innovation modernization strategy (among them financial responsibility and economic productivity, personnel involvement, academic freedom) have been determined. It was stated that China and Russian universities are more characterized with informal institutions and practices of internal labor market. While internal labor markets of US and UK universities are ruled by formal rules and competitive mechanisms of promotion and career development. The article develops a thesis about institutional evolution on internal labor markets in Russian Universities towards formal practices and personnel involvement. In the period of institutional change personnel adaptability must be taken into consideration.
