The housing economy in Russia is based on the assumption that common interests of apartment house residents will be successfully realized by active collective actions. However the most homeowners prefer a passive role, they are oriented to avoid of collective action participation for managing of apartment house. The theory of collective action, created by M. Olson, explains the behaviors of these actors. This theory is based on a minimalist conception of the factors that affect on collective action. We investigate the affect on collective action by such factors as the types of economic benefits and forms of ownership. The results of investigations allow to develop the theory of collective action.

Features of investments in human capital made by Russian middle class representatives are analyzed in this article. It is shown that despite higher level of investments compared to other social groups, middle class itself is characterized by recent negative trends in regards to human capital which could affect perspectives of the country in general.

In the reducing demographic reproduction of labour resources it’s necessary to improve the use of the available resources. An important role in the realization of this problem belongs to the support of the unemployed, which should reduce the underutilization of labour potential due to a prolonged job search and degradation of economic activity. However, this system of the support is not only settle, but it does not even pose such a problem. As a result, corresponding loss of labour force exceeds the scope of demographic reduction.

The tasks of modernization of Russia which came into foreground during recent years brought the problem of its human potential into focus. Seven groups with different systems of norms and values that exist in Russian society today are defined and analyzed in the article. Characteristics of modern-oriented groups of Russian society are analyzed in detail, as well as their human potential. Conclusions about the role these groups can play in modernization processes in Russia are made. It is also shown how human potential with the highest quality is distributed in terms of location.

The article discusses the major trends of intra–country and cross–country social and economic inequalities during the latest 40 years and their impact on the level of human development and its components. Russia’s position and prospects in the global trends of income, education, health average level and inequality dynamics are highlighted. Based on his statistical analysis of the panel data on the countries which experienced systemic transformations during the period the author defines under what conditions social and economic inequalities prove to be efficient means for formation, reallocation and utilization of human capital thus stimulating social development whereas under what conditions they tend to become its obstacles.
