Chances to get involved in illegal activities such as money laundry and/or lose money in financial scams are connected to both financial literacy and risk attitudes. Imitating planning as the Russian national economy model (by example of Federal special-purpose program «Scientific and pedagogic personnel of innovative Russia»)

Comparing the different types of planning activities, the author suggests, depending on who is involved in the planned activities, to distinguish real tense plans from imitation plan, which is characterized by lack of validity, low-voltage, low control over the implementation of plans. A striking example of imitating term planning author is calculated for 2009–2013. Federal Target Program «Scientific and scientific-pedagogical personnel of innovative Russia». The paper analyzes the main features of the program and identified significant shortcomings both in its content and in monitoring its implementation. In the final part of the article stated prospects for studying simulation institutions arising from institutional implantation.
