Written almost 300 years ago, «A treatise on poverty and wealth» by I.T. Pososhkov was the first Russian paper intentionally devoted to the complex analysis of socio-economic issues. Conventionally included among the mercantilists, I.T. Pososhkov is rather considered to be compared with the authors of «governor’s literature» of the Eastern Societies characterized by the Asiatic mode of production. Likewise the authors of «Kuan-tzu» and «Arthashastra», I.T. Pososhkov dealt with the macroeconomic issues from the viewpoint of state’s concern. In «A treatise on poverty and wealth» the author’s conception of power-property institutions’ normativity had been reflected, along with the idea of subjection of private property institutions to the power-property institutions. A treatise by I.T. Pososhkov highlights one of the features of the modernization process in Russia — a tendency to fight against the negative occurrence of the market economy by means of etatism reinforcement, which frequently results in excessive «state failure» compared to «market failure».

Compensation as the mechanism of stimulus creation

The article deals with the economic analysis of compensation in civil law. The compensation is not only judicial remedy, but also it is the price of delict, which has to be estimated correctly to achieve the economic efficiency. The article is aimed at understanding of destination and functioning of compensation institution. The issues of compensation influence on a people behavior and effective stimulus creation to accept precautions are the ones of the highest priority. The author considers a broad scope of questions about functioning of compensation system. They are: the methods for estimating of a compensation size; the methods for deciding a conflict between efficiency and justice; the ways of deciding the compensation paradox; the methods of estimating an optimal level of precautions and an optimal level of confidence; problems of informing about delinquencies; problems of influence of insurance systems; problems of responsibility under administrative and criminal law.

Institutional analysis of public goods production

The problem of the public goods production, along with the issues related to the degree and conditions of treating the institutions as the formal and informal rules of behavior in the form of public goods are investigated in the article. The situation called an «investment trap» which occurs in the process of operation of both newly introduced and ongoing institutions is defined; the ways of overcoming of an «investment trap» by the means of institutional planning are described. The conditional model of connections between the public goods (or institutions) production and the price level is presented by the author. The model shows that, in simple case of linearly increasing returns, the number and the constitution of institutions, as well as their effectiveness (or level of dysfunction) are able to cause appreciable influence on price dynamics within the economic system.

Managing the structure of monetary income of the population on the basis of the Pareto principle

The paper is devoted to the system analysis of the structure of monetary income of the USA population during the period from 1984 to 2009 and of the RF population during the period from 1993 to 2010. It reveals drawbacks in the structure of monetary income of the RF population and provides guidelines for their elimination. A model of the Pareto principle suggested by the author is used as a mathematical model of a comprehensive whole.

The essence and nature of the routines of involvement in the structure of corporation’s institution of assistance

The article deals with the corporation’s institution of assistance (consisting of the routines of involvement, routines of community and routines of creation) as the element of systematicinstitutional theory of the corporation. Three types of the routines of involvement are argued by the author to be defined as the structural components of the institution of assistance. These are the routines which: reflect the various types of economic relations underlying the processes of assistance; differ in the reasons of their actualization. Special attention is paid to the routines of involvement; the investigation of its essence with reference to the theoretical approaches applied by a number of authors is conducted.

Realities of psychology and economics

The article represents an extensive commentary on a paper of S. DellaVigna (DellaVigna, 2009; DellaVigna, 2011a; DellaVigna, 2011b; DellaVigna, 2011c), where the author finds out genetically common roots of economics and psychology and also their contradictions. Coming back to the basic assumptions of economic psychology models offered by R. Strotz (Strotz, 1956) the author argues that ethics and moral values problems should be considered as pivotal in explanations of economic behavior and relations. Thus within the complex interactions between economics and psychology the economic theory should try to become an instrument which is not reconstructing but constructing the subject space – the LebensWelt. The task of the economic psychology under the project of mutual cooperation can be a search for new facts, an estimation of the viability and the effectiveness of the constructs created by the economy, a creation of a new knowledge and then its verbalization.
