The paper describes the «human-state» concept formulated by the philosopher M.K. Petrov. The author shows the controversies of the concept. A complex of the opposite assertions is stated in the article: religious eschatology is not associated with psychological stress before the attack; the process of creativity training is free from administrative longing for omniscience; the genesis of science is not related to the activities of the pirates and their creative and destructive campaigns at the agrarian state; creativity is the product of free choice, not the result of the pressure of circumstances; making scripture of any text by canonization does not block the universal ability of creativity; the sum of technologies has changed from antiquity to the ХVII century; any rationalization opens the way for the new; sociality does not consist of stabilizing and creative elements; there is no connection between the agricultural community and the state apparatus; the development of society is associated with the use of individuals’ talents to ensure stability; the civil virtues exists independently of the relationship between professional and public skills: the state is needed even if it does not provide security for individuals; the competition between the state, the pirates and agriculture does not exist; the state is indifferent to the problem of its own survival; pirates and farmers are the creators of statehood; the state apparatus must not correspond to abilities of a person, but a person must be adjusted to its requirements; a city does not consists of many individuals-states, and the legislative and executive activity has nothing to do with them. In order to resolve the dispute the author places it in the context of Fernand Braudel's historiographical concept and Lewis Hyde’s theory of the gift.

The paper focuses on the importance of changing the policy of the Central Bank of Russian Federation, which mainly aims at, by force of administrative measures, manipulating the quantitative parameters in individual lending, along with tighter requirements for certain groups of borrowers. Instead, the author argues, it appears more adequate to reorientate the purposes of the borrowers who today are, for the most part, are guided by the conspicuous consumption principle. Meanwhile, purpose of the loan is the important qualitative characteristic of the institutional environment in consumer lending. Rationalization of consumer lending, as the article confirms, could promote the local socio-economic development if synchronized with the interests of entrepreneurs of the region. Coordinating function of the local authorities in development of socially responsible consumer lending is discussed.

Using a systematic approach, we have shown that existing regional network of the Russian Federation is characterized by the entropy level that goes beyond acceptable values. To improve the situation, it is proposed in the article to reduce the number of regions from 83 to 57. The coefficients defining the strategy for managing the resettlement of the population to organize the regional structure of the Russian Federation are calculated.

The article assesses the possibility of branch shifts in economy of the South of Russia considering the innovative component of the strategic development of the country and existing technological structure in South Russian regions. The article, in the case of the Nobel concern, considers a place of family-related attitudes in formation and development of organizational structures of the Russian business in the beginning of XX century. The author’s analysis does not confirm the thesis that in the process of distribution of the associated forms of the capital the importance of individual-family norms of business dealing is reduced. It is necessary to speak about modification of similar norms in connection with occurrence and development of the new organizational bases which demanded redistribution of the rights and powers, primarily in sphere of property and control. The author demonstrates that the set of institutional regulators (both formal and informal) existing in Russia stimulated, at a corresponding market situation, a development of family businesses and their subsequent transformation into a major corporation.

The article describes the practices of illegal mining and sale of gold in two Far Eastern settlements of the Russian Federation (the village and the district-level town) located in the regions that take leading positions in gold mining in Russia. The author has found during the study that much of the population is involved in such practices, despite the popular belief that only criminal gangs are engaged in illegal mining. The history of the ban that had been imposed on private gold mining along with the current main regulations of private gold mining are examined. The conditions under which such practices become predominant are revealed; these include: remoteness and inaccessibility of the territories, low suitability of the land for the agriculture, decline of the industrial and social spheres. The moral principles of illegal mining, which the «predators» are guided by, along with the logic of inclusion in these practices are described.
