РАЗВИТИЕ ЦИФРОВОЙ ИНФРАСТРУКТУРЫ В РЕГИОНАХ РОССИИ

В работе предложена к использованию расширенная модель экономического роста Мэнкью ‒ Ромера ‒ Уейла (MRW), включающая дополнительно интеллектуальный, социальный, инфраструктурный и интеграционный капиталы. На основе регрессионного моделирования по панельным данным за 2011–2016 гг. дается ответ на вопрос о значимости цифровой инфраструктуры для экономического роста регионов России. Высокую значимость в построенных моделях имеют показатели так называемого цифрового инфраструктурного капитала, который включает в себя степень проникновения доступа к широкополосному интернету, интенсивность использования серверного оборудования и локальных вычислительных сетей на региональных предприятиях. Кроме того, подтверждена гипотеза о наличии постоянных эластичностей валового регионального продукта и валового регионального продукта на душу населения по вышеуказанным показателям цифровой инфраструктуры. В результате добавления в модель переменных цифрового инфраструктурного капитала происходит переход от производственной функции с постоянной отдачей от масштаба (constant return to scale) к производственной функции с возрастающей отдачей. Кроме того, общий вклад показателей цифровой инфраструктуры, оцененный по сумме их эластичностей, составляет половину от вклада традиционных факторов – труда и физического капитала. Также большая часть различий валового регионального продукта на душу населения определяется показателями цифровой инфраструктуры. Этот факт наглядно свидетельствует о перспективности и важности цифровой трансформации в России. Характерна также возрастающая с течением времени в рамках рассматриваемого периода роль мобильного интернета, который является одним из важных атрибутов развития цифровой экономики и условием для развития современных форм социального капитала.
