In article importance of convergence of the system and differentiated approaches to formation of adaptive regional mechanisms of preservation of steady growth in the conditions of external threats is proved; it is proved that conceptual bases of management of regional innovations as competitiveness potential, though reflect all-economic imperatives, are formed under the influence of features of the concrete territory within uniform national market space.
