Allocation model of resource flows in the Russia’s regions industrial modernization

This paper focuses on the main factors for successful industrial modernization of Russian regions. The factors which are impeding the modernization at present are also examined. The necessity for adequate resource availability for the regional economy modernization is shown in the paper. The advisability of resources allocation modeling in order to improve the effectiveness of decisions taken in this sphere is proved. It is suggested to apply a number of models including the economic base model and the “cost-output” model for forecasting the modernization process in the regional economy.
